(C) On September 11, Ambassador told MFA Under Secretary
Khalid Al-Jarallah that the Qatar-based al-Qaida financier
and facilitator, Khalifa Muhammad Turki Al-Subaiy, was being
released by the Qataris and asked the GOK to take appropriate
actions. She explained that the USG had already domestically
designated him and frozen his assets in June. Ambassador
also told U/S Al-Jarallah that Interpol is in the process of
issuing a Green Notice for Al-Subaiy. Al-Jarallah took the
information on board.
