1. (U) In an August 27 meeting with EconOff, Chairman of the Arab
Fund for Economic & Social Development, Mr. Abdulatif Yousef
Al-Hamad said that he had not received an invitation to the
Development Ministers Meeting on September 5-6 in Liberia.
2. (U) Al-Hamad added that assistance to Liberia would not fall
under the charter of the Arab Fund which limits its projects to Arab
nations. Aid projects outside the Arab world fall under the ambit
of the Kuwait Fund for Arab Economic Development. He surmised that
his presence on the list of invitees arose from the fact that he
used to hold a position at the Kuwait Fund and was responsible for
projects in Africa. A Kuwait Fund official contacted on September 1
said that the Kuwait Fund also would not be sending a
representative.
