1. (C) POLCOUNS, in an August 20 introductory call on Mansour
Al-Otaibi, Director of MFA's International Organizations
Department, informed Al-Otaibi of USG actions described
reftel to designate an additional five Iranian entities under
E.O. 13382 and urged Al-Otaibi to press the GOK to freeze the
assets of these entities consistent with its obligations
under UNSCRs 1747 and 1803. EMBASSY also delivered reftel
background and non-paper under cover of a diplomatic note.
2. (C) Al-Otaibi, upon confirmation that the five entities
had already been designated by the UN, assured POLCOUNS that
the GOK would take immediate action to freeze any assets of
these entities that might exist in Kuwait. Al-Otaibi seized
the occasion to remind POLCOUNS of the GOK's preference for
such targeted, incremental sanctions on Iran's nuclear
program, as opposed to military action. He cautioned,
however, that it is not difficult for suspect entities to
change their names and registration data to avoid sanctions.
