1. (C) Oil Minister assured Ambassador Jones on July 30
that additional Jet A-1 fuel would likely be available in
September but could not be released currently due to
increased demands on Kuwaiti energy grids during the
traditionally high consumption month of August.
2. (C) Econoff earlier delivered reftel points via
diplomatic note to the Ministry of Foreign Affairs(MFA) and
Econoff followed up with Mr. Jamal Al-Nouri, Deputy Director
of International Marketing at Kuwait Petroleum Company (KPC)
and Mr. Emad Al-Kandari, Director of Coordination Sales
Middle East Distillates at KPC to request KPC facilitate
Defense Energy Support Center-Middle East's(DESC) request for
a temporary increase in the KPC's provision of Jet A-1 fuel.
(Note: Both Mr. Al-Nouri and Mr. Al-Kandari have spoken
directly to DESC in reference to the request for additional
fuel. End Note). Al-Nouri and Al-Kandari similarly told
Econoff that KPC could not accomodate DESC's request due to
non-availability of the product and KPC logistic systems are
at full capacity thru the month of August.
