Misenheimer for reasons 1.4 (b) and (d) ¶1. (C) In an April 8 meeting with MFA U/S Khaled Al-Jarallah, CDA delivered reftel points about the June 12 Paris Conference. Al-Jarallah said the GOK had not yet received a formal invitation. ¶2. (C) CDA also highlighted the USAID-GOA-sponsored April 20-23 Donor Coordination Event in Kabul acknowledging that the timing was difficult for the GOK due to the simultaneous Iraq Neighbors Conference in Kuwait. CDA advised that this may nevertheless be a good opportunity for the Kuwait Fund to explore debt forgiveness or debt restructuring with the GOA as well as prospective future projects. U/S Al-Jarallah agreed that the timing was problematic but speculated that the Kuwait Fund may send a representative. ¶3.
