1. (C) ACTION REQUEST: Request guidance as to whether Post
should facilitate contact between Palestinian Investment Fund
CEO Dr. Mohammad Mustafa and Kuwaiti government officials,
institutional investors, and/or private investors.
2. (C) In an April 2 meeting with Assistant Secretary of
State for Near East Affairs David Welch, the Amir's Economic
Advisor, Dr. Yousef Al-Ebraheem, said, without solicitation,
that he would be interested in having Palestine Investment
Fund CEO Dr. Mohammad Mustafa approach the Kuwaitis to
discuss potential investments and/or partnerships. (Note: Dr.
Al-Ebraheem is a former Finance Minister, former Chairman of
the Kuwait Investment Authority, and former Chairman of the
Kuwait Fund for Arab Economic Development.)
