SUBJECT: GOK RESPONSE TO THE DESIGNATION OF GULF-BASED
AL-QAIDA FINANCIERS

1. (SBU) On October 27, 2008 post delivered reftel to the
Ministry of Foreign Affairs (MFA). On October 30 the GoK
informed Post that it had contacted the appropriate
authorities in the Ministries of Finance, Interior and
Commerce and the Central Bank of the UN 1267 Designation of
the Gulf-based Al-Qaida financiers Khalifa Muhammad Turki
Al-Subaiy, Abd Al-Rahman Muhammad Jaffar Ali and Adil
Muhammad Mahmud Adb Al-Khaliq and requested appropriate steps
be taken to freeze the assets of these individuals, and
impose the required travel ban and arms embargo. The GoK
said it will inform Post once the assets of the individuals
have been frozen.
