1. Ambassador on October 7 delivered Ref A points targeting
no-votes on the Kosovo ICJ resolution at the UNGA to MFA
Under-secretary Khaled Al-Jarallah. In response, Al-Jarallah
said he would immediately notify the Kuwaiti PermRep in New
York and request that he support the U.S. position.
2. In a separate October 7 meeting with Hamad Bu Rahamah,
Counselor in MFA's Department of International Organizations,
POLCOUNS delivered Ref A and B demarches on this subject,
reinforcing the urgency for Kuwait to support the U.S.
position during the October 8 UNGA debate.
