1. (U) On September 22, Arabic daily Al-Seyassah reported
that the Minister of Defense (and Acting PM) Shaykh Jaber
Al-Mubarak Al Sabah had "notified" the United States of
Kuwaiti concerns about an arms deal between the U.S. and
Iraq. Embassy has not, however, received any expression of
objection to such sales from the GOK.


2. (S) Ambassador initially briefed FM Dr. Mohammed Al Sabah
on planned arms sales to Iraq for counterinsurgency (COIN)
purposes per ref A on September 2. Subsequently, Kuwaiti MFA
U/S Khaled Al-Jarallah advised the Ambassador in a September
11 meeting (ref B),that Kuwaiti Ambassador to Washington
Shaykh Salem Al Sabah had learned from a USG Administration
source that proposed arms sales included 36 F-16s to Iraq.
The Kuwaiti delegation also raised this issue with DepSecDef
England during the Kuwaiti Prime Minister's September 18-19
visit to Washington, but offered no objection.


3. (S) MFA's Follow-up and Coordination director Ambassador
Khaled Al-Muqamis raised no objections to potential U.S.
military sales to Iraq in a September 15 meeting with
POLCOUNS (ref C),but noted that word of them had leaked into
the Kuwaiti press.
