EXPORT CONTROL LAW STILL UNDER REVIEW
REF: SECSTATE 69339 - INSTRUCTIONS

and d).
1. (C) POLOFF delivered reftel demarche on July 15 to
Shazryll Zahiran, Principal Assistant Secretary, Nuclear
Disarmament, and Nonproliferation Division, in the Ministry
of Foreign Affairs. Shazryll did not provide a substantive
response, but informed us the Ministry would review the
provided information and discuss cargo inspections with the
proper government authorities.
2. (SBU) On a related topic, POLOFF took the opportunity to
ask Shazryll about the status of Malaysia's efforts to draft
an export control law (a process that began in 2004 in which
the Foreign Ministry plays a coordinating role). Shazryll
said the draft was going through the interagency clearance
process and might be ready for passage by the end of the year
or early 2009.
