1. Pursuant to reftel, econoff contacted Kesuma Engineering
Sdn. Bhd. regarding the purchase of three digital
transponders, including associated manuals and test data
sheets, for the Malaysian Army's helicopters. The director
of Kesuma, C.K. Kok, was listed in reftel, as well as an
address. Although econoff was unsuccessful in reaching the
poc listed for Malaysian ARMY Aviation, econoff confirmed
with Kesuma that the transponders are indeed for the
Malaysian military. Econoff was unable to make a site visit
due to its location outside of Kuala Lumpur, although Kesuma
said it would welcome a visit in the future.
2. Kesuma said that it is familiar with the restrictions
against the un-authorized re-export or retransfer of
U.S.-origin defense articles. Kesuma's leading customer is
the Malaysian military, located throughout the country but as
reftel noted the helicopter squadron that intends to use the
transponders is based in Johor Darul in Takzim. The country
said that it does not conduct business using any other names,
and has no other customers involving USLM articles outside of
Malaysia. Based on the information learned, we agree with
the proposed sale.
