1. (C) Malaysian Attorney General Abdul Gani Patel told a
senior local Embassy employee during a private April 10
conversation that he would not allow AGO staff to participate
in any Embassy programming, such as the International
Visitor's Program, due to the lack of U.S. cooperation on
securing Malaysian police access to two Malaysian detainees
held at Guantanamo. Abdul Gani said he did not want to have
dealings with U.S. Embassy officials because Malaysia's two
previous requests for Guantanamo access had not been approved.
2. (C) The AGO, without clear explanation, recently declined
to participate both in a DS-funded counterterrorism executive
seminar in the U.S. and in DOJ/OPDAT sponsored training.
3. (U) The Ambassador has requested a meeting with the
Attorney General.
