(U) Advisor and Program Managers Moody and Owen held meetings with US Embassy Staff in Singapore November 10, 2008 followed by meeting with Singapore Customs to include the Head of Strategic Goods Control; Head of International Relations; Head of Competency Development; and Company Compliance Officer. Open discussion included suggestions by GRP representatives for training on Advanced Licensing, and development of some type of Commodity Identification Training that can be given to private industry during outreach. Advisor and Program Manager attended meeting in Manila on November 12, 2008 of OSETC (Office of the Special Envoy on Transnational Crime) task force on Export Control Initiatives. Members of the task force present included Administrator of the Office for Transportation Security; Deputy Director Department of Trade & Industry; Head, Safeguards Section, Philippines Nuclear Research Institute; Assistant Secretary, Office of Strategic Planning & Policy Coordination and Executive Director, Office United Nations & Other International Organizations, Department of Foreign Affairs; and Deputy Commissioner and Chief, Export Control Division, Bureau of Customs. In support of the group,s efforts to pass an export control law, a representative of the Office of the Senate President was included for assistance in moving the legislative initiative through the process. Discussion with embassy personnel included ways to pursue future EXBS sponsored ISIT training in the southern area of General Santos to allow more involvement by GRP personnel assigned to that area. SITE ASSESSMENTS/MEETINGS ¶2. (U) Advisor met with Malaysia Desk Officer, Office of Maritime Southeast Asia and Economic Counselor on December 2 and provided a brief overview of EXBS activities in Malaysia. On December 3 Advisor contacted representatives from British High Commission; High Commission of Australia; and High Commission of Canada to share planned training programs and workshops to be conducted in Malaysia in the coming year. TRAINING CONDUCTED ¶3. (U) Targeting and Risk Management Training was delivered by Customs and Border Protection (CBP) in Jakarta, Indonesia November 17-21. Participants included 18 Indonesian customs officers; 2 observers from the Ministry of Trade and 2 observers from the Ministry of Finance. In addition to classroom training presented at the Aryaduta Hotel in Jakarta, participants conducted field exercises at the Port of Tanjung Priok. Advisor attended Commodity Identification Training (CIT) Implementation Workshop held in Singapore on November 24, ¶2008. The workshop, presented by US Department of Energy/National Nuclear Security Administration to 25 officers from Singapore Customs and the Assistant Director, Defense Trade Advisory Office, Defense Science & Technology Agency, focused on how to develop a curriculum for CIT instruction. In a meeting immediately following the training the Head, Strategic Goods Control of Singapore Customs committed to forming work group to develop CIT training for presentation to other Singapore Customs officers.
