(C) Poloff conveyed reftel demarche points regarding the
Syria-requested Technical Cooperation project to Mr. Shazryll
Zahiran, Principal Assistant Secretary in the Malaysian
Foreign Ministry's Disarmament and Non-Proliferation
Division, on December 10. Mr. Shazryll at first questioned
the accuracy of the initial report by the IAEA, citing
concerns that he had previously heard from a Syrian
government contact. Specifically, Mr. Shazryll noted that
the report was "rushed", and that it is possible that the
traces of the uranium at the Al-Kibar site could have come
from Israeli munitions (as the Syrians claim). Poloff
responded that the IAEA will not be able to determine the
true facts unless they are given unfettered access to the
site and have Syria's full cooperation. Mr. Shazryll nodded
in agreement and said that this was "duly noted". Shazryll
and Poloff pledged to follow up with further discussions on
Syria and the IAEA as more information becomes available.
