ADVISOR MONTHLY REPORTING CABLE
SUMMARY
1. (U) Malaysian Undersecretary (Disarmament &
Non-Proliferation),Ministry of Foreign Affairs attended the
Ninth International Export Control Conference in Croatia,
October 20-22. EXBS Advisor was working with MFA to
designate representatives of the Government of Malaysia to
attend ASEAN Regional UN 1540 Implementation Workshop in
Bangkok, scheduled for October 27-31, prior to its
postponement.
SITE ASSESSMENTS AND MEETINGS
2. (U) Advisor attended, as an observer, meetings arranged
by Foreign Commercial Services for Undersecretary of Commerce
for Industry and Security, Mario Mancuso on October 30.
During meetings with Malaysia External Trade Development
Corporation; Ministry of International Trade and Industry;
Ministry of Domestic Trade and Consumer Affairs; and Royal
Malaysian Customs U/S Mancuso urged Malaysian officials to
continue efforts to adopt a comprehensive export control
regime. Advisor and Program Manager Richard Moody held a
series of meetings in Malaysia on November 3-4 with embassy
staff; GOM Atomic Energy Licensing Board and Royal Malaysian
Customs; as well as representatives from the British High
Commission; Australian High Commission; Canadian High
Commission; and Japanese Embassy for the purpose of
introducing new advisor and providing assurance that EXBS
program will continue to move forward. Advisor and Program
Managers Moody and Rachel Owen attended meetings in Jakarta
November 6-7, with the Deputy Director of Export and Import
Facilitation of the Department of Trade; the Head of
International Affairs and representative from Enforcement and
Investigation from Customs & Excise; Deputy Chairman,
National Nuclear Energy Agency (BATAN); Chairman, BAPETEN
(Nuclear Energy Regulatory Agency); Deputy Director for Non
Proliferation, Department of Foreign Affairs; and Director
for North & Central American Affairs, Department of Foreign
Affairs.
