Charge d'Affaires, a.i. Richard Pruett demarched the Federated States of Micronesia (FSM) Department of Foreign Affairs on the subject of reftels. In the absence of higher interlocutors he spoke with Henry Shrew, Deputy Assistant Secretary in the Bureau of American and European Affairs. SIPDIS ¶2. DAS Shrew seemed to have little background on the issue and was noncommittal but promised to relay our position to the highest levels of the department. ¶3. Comment: The FSM voting record has a high coincidence with the United States in the United Nation. Moreover, FSM citizens serve at high enlistment levels in the U.S. military. Because of shared values and interests, and because the United States carries the burden of its defense, the FSM generally follows the U.S. lead on issues related to international security. PRUETT
