1. POLOFF delivered reftel demarche February 19 to Ambassador Oscar
Matondo, Director of International Organizations, Ministry of
Foreign Affairs and International Cooperation of the DRC.
2. Matondo said that the DRC will not/not support the renewal of the
mandate of Independent Expert Titinga Frederic Pacere. Matondo
specified two reasons: the infrequent visits of the Independent
Expert to the DRC and the existence of "other mechanisms," which he
did not specify, capable of accomplishing the same task. Matondo
stated that the Independent Expert offered many criticisms of the
DRC and proposed few solutions.
