1. PolOff delivered reftel demarche February 19 to Ambassador Oscar
Matondo, Director of International Organizations, Ministry of
Foreign Affairs and International Cooperation of the DRC.
2. Matondo noted that the DRC currently holds the Presidency of the
Economic Community of Central African States (CEEAC) and emphasized
President Kabila's high level of concern regarding the recent events
in Chad.
3. Matondo suggested that the AU and UN are best suited to address
the situation in Chad, and that the DRC would favorably consider
initiatives by one or both of the organizations. He was
non-committal regarding the issuance of a specific statement by the
DRC, but repeated DRC support for AU and UN responses to the current
situation in Chad.
