On November 21 CDA Sam Brock met with then-Vice Minister of Foreign
Affairs Alain Lubamba, and presented the demarche as requested in
Reftel. While Mr. Lubamba did not make a firm commitment on behalf
of the Government of the Democratic Republic of the Congo to support
the re-election of Mr. Pierre-Richard Prosper to the United Nations
Committee on the Elimination of Racial Discrimination, he indicated
that his government would be positively disposed toward Mr.
Prosper's candidacy. Post followed up with a diplomatic note and a
copy of Mr. Prosper's curriculum vitae.
