In response to reftel, Embassy sent a letter explaining the
authorized sharing of information with CNIES partner nations.
That letter was dated December 13, 2007 and was signed by
the Ambassador. After much prodding, Embassy received a
letter from Minister of National Security Derrick Smith,
dated April 1, 2008. The Minister stated: "We have taken
note of the relaxing of the provisions of Article 4 of the
U.S. - Jamaica CNIES Agreement, now allowing us to share
information with other CNIES Partners in the region in the
interest of enhanced regional security. We note also the
continued requirement for prior U.S. consent for the sharing
of information with non-CNIES Partner nations."
