1.(C) Counselor Yoshituki Isoda of the Japanese Embassy in
Kingston met with DCM and EmbOff the morning of January 31 to
request that, notwithstanding Japan's current Presidency of
the G-8, the U.S. Embassy agree to chair a meeting of the
local Counterterrorism Action Group (CTAG) on February 14.
The proposed agenda for the CTAG meeting would be:
(A) to receive a debrief outlining the preliminary findings
of the Counterterrorism Committee Executive Directorate
(CTED) fact-finding mission, which is scheduled to visit
Jamaica February 11-14;
(B) to have CTAG members share individual or collective
assessments of Jamaica's counterterrorism strengths and
shortfalls;
(C) to have CTED mission members and CTAG members identify
priority areas in which Jamaica requires technical
assistance, based in part on the preliminary shortfalls
identified;
(D) to discuss technical assistance undertaken, underway, and
to be planned by CTAG, collectively or individually, to
Jamaica, to enhance its counter-terrorism capacity.
2.(C) Isoda said that Japan had not been as actively engaged
in couterterrorism efforts and assistance in the Caribbean
region as in Asia, and that the U.S. Embassy thus would be in
a better position to chair this particular CTAG meeting. DCM
replied that the Embassy would be glad to do so in principle,
but that Washington's approval would be necessary.
Action Request

3.(C) Post requests that Department advise whether Embassy
Kingston may chair/host the proposed CTAG meeting on February
14.
