Mission delivered reftel demarche on Kosovo independence to
Ministry of Foreign Affairs Director of International
Organizations Ben Rutsinga on July 2. Rutsinga pledged to
give the the non-paper points serious review, and forward
them to his minister (who has been out of the country
attending the AU summit). He noted that any decision on
recognition would be taken by the Rwandan Cabinet.
