1. (C) CDA Fernandez called on Presidential Advisor Dr.
Mustafa Othman Ismail early on February 3 to urge that the
GOS use whatever influence they may have with the Chadian
rebels currently fighting in Ndjamena to have them
avoid/protect diplomatic missions and civilians, especially
the U.S. Embassy in Ndjamena. Ismail said that they would
pass that message to their contacts immediately.
2. (C) RAO has passed the same message to NISS officials.
