Fernandez, for reasons 1.4 (b) and (d). ¶1. (C) CDA Fernandez presented talking points in reftel to Sudanese MFA Under-Secretary MUTRIFF Siddiq on September 8. Siddiq welcomed the possibility of the upcoming transfer. He confirmed that the same humane treatment, security and access assurances previously provided by the GOS with respect to earlier Guantanamo transferees would also apply in this case. He also confirmed that Sudan would allow refueling of a plane transferring a detainee to the exclusive custody and control of Sudan. CDA asked that Sudan not talk publicly about the possibility of such a transfer until, at least, it actually has occurred. ¶2. (C) Siddiq added that, as in past transfers, the single point of contact will be an officer at the National Intelligence and Security Service (NISS). RAO is reaching out to NISS on September 8 for additional information, including on the welfare and whereabouts of previously returned detainees. FERNANDEZ
