(S) On July 28, Rita Dhital, Section Officer for UN and
International Organizations at the Ministry of Foreign
Affairs (MFA),told Emboff that the Government of Nepal (GON)
was not against Kazakhstan for the Middle East/South Asia
(MESA) seat on the International Atomic Energy Agency's
(IAEA) Board of Governors, but the GON would be unlikely to
make a decision regarding Kazakhstan or lobby regional
members before Kazakhstan formally declared its candidacy.
(Note: Post reported in Ref A initial attempts to deliver
this demarche as per Ref B. End note.) Dhital said the MFA
had limited information on which to base its decision and
asked Emboff why the Government of Kazakhstan had not
circulated a non-paper in search of support itself. Dhital
inquired as to whether the U.S. EMBASSY would provide an
official note requesting support for Kazakhstan. Emboff
offered instead to provide an informal data sheet for
Dhital's office to use in internal discussions. The MFA
official said she would notify post if the GON moved on this
issue.
