(S) Post has not had the opportunity to persuade the
Government of Nepal (GON) to encourage Kazakhstan to announce
its candidacy for the Middle East/South Asia (MESA) seat on
the International Atomic Energy Agency (IAEA) Board of
Governors and to engage with other MESA states as per reftel
request. The combination of the Nepal presidential election
and inauguration, strikes, a public holiday, the absence of
Ministry of Foreign Affairs (MFA) personnel to regional
conferences, and the physical move of the MFA to another
compound has left no MFA official available to receive the
demarche. Emboff expects to meet with the Under Secretary
for UN and International Organizations on August 6 and at
that time will encourage the GON to support Kazakhstan's
candidacy.
