1. (C) On January 9, Ambassador delivered reftel talking
points on resolving Kosovo's status to Foreign Secretary Gyan
Chandra Acharya, who offered no comment. On January 14,
Emboffs received more questions than affirmations during a
follow-up meeting with Hira Bahadur Thapa, Joint Secretary
for Europe and the Americas at the Ministry of Foreign
Affairs (MFA). Thapa asked how the UN Security Council and
UNGA would take up the issue of Kosovo's status, and whether
the issue would create a rift in the Security Council. Thapa
also said he was very interested in whether Europe would be
able to present a unified position. The Joint Secretary said
he would pass the talking points to the UN and International
Organizations Section of the MFA, which would then have a
discussion with Nepal's delegation to the UN in New York. He
also promised to raise the issue with the Foreign Secretary.
2. (C) Post will follow up again with the MFA in the near
future.
