¶1. (SBU) On April 24, Emboff delivered reftel talking points
to Rudra Nepal, Under Secretary for UN and International
Organizations at the Ministry of Foreign Affairs, urging the
Government of Nepal (GON) to subscribe to the Hague Code of
Conduct (HCOC) Against Ballistic Missile Proliferation. The
Under Secretary briefly skimmed the non-paper, including the
list of countries that have already subscribed to the HCOC as
of March 2008, and made light of the possibility that the GON
would ever obtain ballistic missiles. He did not say whether
the GON would subscribe to the HCOC at this time.
¶2. (SBU) Comment: Neither of Nepal's neighbors, India and
China, had subscribed to the HCOC as of March 2008. This may
influence the GON's decision.
