Constituent Assembly Election Results: Update

1. (U) As of noon local time on April 15, Nepal's Election
Commission has declared the results in 208 out of 240
first-past-the-post races (87 percent) from the April 10
Constituent Assembly (CA) election:

Communist Party of Nepal (Maoist) - 113 seats, 54 percent of
declared total

Nepali Congress (NC) - 32 seats, 15 percent

Communist Party of Nepal - United Marxist Leninist (UML) - 29
seats, 14 percent

Madhesi People's Rights Forum - 21 seats, 10 percent

Other Madhesi parties - 9 seats, 4 percent

Minor left parties - 3 seats, 2 percent

Independent - 1 seat, 0.5 percent

2. (SBU) Two prominent NC leaders have won their
constituencies:

- Finance Minister Ram Sharan Mahat

- Former Prime Minister Sher Bahadur Deuba (Comment: As the
second-ranking NC leader, and with the third-ranking NC
leader, Sushil Koirala, having been defeated, Deuba is the
leading candidate to succeed Prime Minister G.P. Koirala as
NC President.)

3. (SBU) Madhav Kumar Nepal, former General Secretary of the
UML, will not sit in the 601-member Assembly. He lost both
of his constituencies to Maoist candidates.
