1. (C) On March 5, Mani Bhattarai, Section Officer for UN
and International Organizations at the Ministry of Foreign
Affairs, told Emboff that the Government of Nepal had very
few dealings with Iran but duly noted the two non-papers and
talking points Emboff had conveyed as per reftels. Emboff
left copies of the non-papers with Bhattarai: one regarding
U.S. views following the late-February International Atomic
Energy Agency (IAEA) briefing on Iranian noncompliance and
weaponization-related activities and the other regarding the
UN Security Council's adoption of Resolution 1803 on Iran.
2. (C) Bhattarai inquired about the status of Nepal's
instrument of accession to the IAEA. He said the Nepalese
Embassy in Washington had conveyed the instrument of
accession to the U.S. two or three months previously. Post
would appreciate any information regarding the status of this
issue.
