1. Nepal is neither a major producer nor consumer of energy.
USAID's New Delhi-based regional program, South Asia
Regional Initiative for Energy (SARI/E),administers the bulk
of Post's energy initiatives via technical assistance to
Nepal in electricity market development, cross border power
trade, and clean energy development. One USAID Foreign
Service National (FSN) works full time for the SARI/E
program. The following information refers to State
Department personnel at Post.
2. Which section or sections of the Embassy handle energy
matters? What is the total number of staff in this section
or sections?
-- Political/Economic: 10
-- Regional Environment Office (REO): 3
3. Please identify the positions of employees that work on
energy matters and specify the percentage of time that such
employees devote to energy matters.
-- Political/Economic: One economic/commercial officer
works on energy matters less than 5 percent of the time. One
economic specialist FSN works on energy matters less than 5
percent of the time.
-- REO: One officer works on energy matters 7.5 percent of
the time. One environmental specialist works on energy
matters 7.5 percent of the time.
4. Please provide a brief narrative description of the
positions of employees that work on energy matters, the kinds
of work they do, and any special information about their
qualifications.
-- The political/economic section does not have a specific
energy program. The economic/commercial officer is a junior
FSO who works on energy matters, primarily regarding the
status of hydropower initiatives, on an as-needed basis. The
economic specialist FSN also works on energy matters on an
as-needed basis and maintains relevant contacts within the
Government of Nepal.
-- The REO tracks and reports on developments in the field
of renewable energy in South Asia. The REO also promotes the
use of renewable energy to meet the region's rising demand
for energy and to stem the increase in South Asia's carbon
emissions.
5. Budget: Please provide the amounts of State Department
funds, including salary costs (prorated as applicable),spent
by your post in FY 2007 on energy-related activities:
-- Post did not specify funding for programs or personnel
related to energy, energy reporting, or internal trips to
cover energy issues in FY 2007.
