1. (C) On February 11, Charge conveyed reftel talking points
to Nepalese Foreign Secretary Gyan Bahadur Acharya. Acharya
was already aware of the looming declaration of independence,
having spoken with EU diplomats earlier in the day. Acharya
acknowledged USG views and some EU views, but indicated that
the GON will most likely delay recognition for the short
term. He indicated that the issue was under discussion at
the Ministry of Foreign Affairs, and also in the Prime
Minister's Office. Charge repeated the demarche with Aditya
Baral, Senior Adviser to Prime Minister Girija Prasad
Koirala, who promised to raise the issue when speaking to the
PM later today.
2. (C) Given the dynamics present in Nepal's current march
towards April 10 elections, reluctance to immediately grant
recognition is not surprising. Agitating groups in Nepal's
restive Terai region, along the border with India, are
including demands for greater autonomy, to include
self-determination, as a precondition for participating in
the first nationwide elections in nearly a decade.
