(C) On February 1, Rudra Nepal, Under Secretary for UN and
International Organizations at the Ministry of Foreign
Affairs (MFA),told Emboffs that the Government of Nepal
(GON) was still undecided about whether it would recognize
Kosovo as an independent nation. The GON has been silent
about Kosovo since Ambassador first raised the issue with the
Foreign Secretary on January 9 (Ref A). The Under Secretary
said that the MFA would consult legal experts before making a
recommendation to the cabinet. Rudra Nepal said that, to his
knowledge, the Russian embassy has not approached the GON on
the issue.
