1. (C) Rudra Nepal, Joint Secretary for UN and International
Organizations at the Ministry of Foreign Affairs, told Emboff
on November 12 that his government most likely would abstain
on a series of country-specific resolutions -- including one
on human rights in Iran -- in the Third Committee of the UN
General Assembly in late November. The Joint Secretary said
that the Government of Nepal (GON) would choose abstention
over voting against the no-action motions and for the
substantive resolutions on human rights in Iran, Burma, and
DPRK so as not to upset regional neighbors. As requested in
reftel, Emboff expressed gratitude for the GON's abstention
across the board in the 2007 session of the General Assembly
on country-specific human rights resolutions and on
associated motions for no action. Assuring the Joint
Secretary that the United States is mindful of Nepal's
political sensitivities, Emboff stressed that we would
welcome the GON to abstain once again.
