UNCLAS KATHMANDU 001175 SENSITIVE SIPDIS FOR SCA/INS, IO E.O. 12958: N/A TAGS: UNSC UNMIN PREL NP SUBJECT: NEPAL: GUIDANCE FOR UNSC DEBATE ON UNMIN REF: STATE 118173 (SBU) Embassy Kathmandu would like to offer the following comments on the guidance for USUN for the UN Security Council debate on the UN Mission in Nepal scheduled for November 7 (reftel): -- In the second paragraph, we would recommend changing the "peaceful abdication of the king" to "peaceful abolition of the kingship" or "monarchy." Then-King Gyanendra did not abdicate, despite being encouraged to do so; he was removed. -- In the third paragraph, we would recommend revising the sentence "We also hope to see more progress in ... the integration of the Maoist and Nepalese army forces" to say "We also hope to see more progress in ... the integration of qualified and agreed numbers of Maoist combatants into the Nepalese army and other government security forces." As written, the sentence could be read to imply that the U.S. believes the Maoist People's Liberation Army should be merged into the Nepal Army. It also does not reflect the reality that many Maoist combatants will likely join other government security forces, such as the Nepal Police and the Armed Police Force. -- In the fifth paragraph, we would recommend starting a new paragraph after the first sentence regarding the absolute necessity for progress on the issue of Maoist combatants. As currently written, the line between the issue of Maoist combatants and the separate issue of the Maoist Young Communist League is somewhat blurred. We would further recommend taking the last sentence of that paragraph, which spells out the Special Representative's suggestions, and adding that to the first sentence. POWELL
