1. (C) The murder July 4 of member of parliament and Alizai
tribal leader Haji Habibullah Jan may have removed the
linchpin that had kept his Taliban-predisposed tribe engaged
in the constitutional political process. Jan was shot dead
in Kandahar's Zharey district by unknown assailants while
returning home from a meeting with Canadian military
officers. He had been contributing to Canadian preparations
for a clearing operation along the Ring Road through Zharey.
The Taliban denied responsibility. Though his death may have
been a revenge killing attributable to a personal grievance,
it is an opportunity for the Taliban to capitalize on the
Alizai's latent sympathy for the insurgency.


2. (SBU) Jan had long feuded with President Karzai's
half-brother and Kandahar Provincial Council head Ahmed Wali
Karzai. Their mutual antagonism was fed by the traditional
enmity between the Alizai and the Karzais' Populzai tribe and
Jan's personal loyalty to Karzai political rival Burhanuddin
Rabbani. Jan was a commander in Rabbanni's Jamiat-e Islami
during the anti-Soviet jihad. Conspiracy-prone Afghans may
suspect Ahmed Wali Karzai of complicity in Jan's death.


3. (C//NF) The June Sarapoza prison outbreak, which returned
400 Taliban to the fight, shook Kandaharis' faith in the
competence of the Afghan National Security Forces. Like
Jan's murder, the June 6 assassination of Alikozai elder
Malim Akbar Khakrezwall further challenged that key tribe's
anti-Taliban commitment. The Canadian Battle Group, which
deploys an effective combat strength of 500-700 soldiers in a
province equivalent in size to New Hampshire and Vermont
combined, will be pressed to restore the confidence of
Kandahar's beleaguered population.
