1.4 (b) and (d).
1. (S) Per reftel, on June 5, PolMilOffs informed Isaq Aloko
(IRoA Detainee Commission Director) and Mohammad Zia Salehi
(Situation Room Director in Afghanistan,s Office of the
National Security Council) that the USG has determined that a
former Guantanamo Bay detainee participated in a coordinated
attack in Mosul, Iraq, which resulted in the deaths of
innocent Iraqis in April 2008. PolMilOffs urged both
officials to ascertain the whereabouts and activities of all
previously transferred GTMO detainees in Afghanistan and to
maintain vigilance in following up on these matters.
PolMilOffs also requested that they inform us of their
findings. Both Aloko and Salehi acknowledged the seriousness
of the issue and assured that they would look into ways to
ascertain whereabouts and activities of previously
transferred detainees.
2. (S) Aloko also undertook to raise the matter in his
meeting with National Directorate of Security Director Saleh,
and Salehi agreed to raise the matter with Deputy National
Security Advisor Engineer Ibrahim. In a follow-up meeting on
June 11, Salehi said he would coordinate with Aloko,s office
regarding whereabouts and activities of previously
transferred Guantanamo detainees.
