1. (C) SUMMARY. PA PM Fayyad told USSC LTG Dayton July 29
that he accepts the USSC offer for British BG Deverill to
help coordinate donor efforts on economic and governance
issues in Jenin. Fayyad urged that further work on Jenin not
delay security efforts in other West Bank priority areas,
including Hebron. On security reform and efforts by Interior
Minister al-Yahya to empower his ministry's USG-funded
strategic planning directorate (SPD),Fayyad said more nuance
is needed; successful security reform requires political
support, not a Ministerial decree. END SUMMARY.

JENIN COORDINATION

2. (C) PM Fayyad accepted USSC's offer for British BG
Deverill to help coordinate donor efforts on economic and
governance issues in Jenin. LTG Dayton said the intent is
for BG Deveril to help mentor, organize and trouble shoot
Palestinian and international donor efforts in governance and
economic recovery. PM Fayyad said BG Deverill's local POC
would be Jenin Governor Qadora Moussa, adding that he
(Fayyad) does not personally need to be brought in on these
Jenin-related decisions.

3, (S) PM Fayyad said he will judge the Jenin initiative's
success on the basis of changed Israeli security behavior;
which he noted he has not see yet. Therefore, he explained
he does not want an emphasis on Jenin to delay efforts
towards other West Bank priorities, including Hebron.

PA ARREST CAMPAIGN AGAINST HAMAS

4. (C) PM Fayyad expressed his concern about recent Hamas
operations in Gaza (REF A). He acknowledged that many
observers think the PASF's recent arrests in the West Bank
are in retalliation, but said he the current effort against
Hamas is intended to disrupt its cooperation with the
salafist Hizb al-Tahrir group.

MOI's SECURITY REFORM EFFORTS

5, (C) PM Fayyad pointed to the recent decrees by Minister
of Interior al-Yahya that are intended to empower his
Ministry's USG funded strategic planning directorate (SPD),
and said security reform cannot be affected simply by issuing
a decree, especially given the seniority of the security
chiefs relative to SPD Director BG Jabrini. Fayyad said
al-Yahya will need to discuss the SPD's role directly with
the security chiefs. PM Fayyad also said implementing the
draft security plan that was developed with the USSC is not
simply a matter of issuing a Presidential decree or making it
public. He said draft plan is basically sound (though still
needs work),but cannot be implemented by the current
security chiefs. The chiefs will need to be changed in order
to implement the plan, he said. LTG Dayton noted that some
international donors will not fund the security reform plan
until they have formal PA buy-in and that donor contributions
should go through the MOI instead of directly to security
services.
