1. (C) SUMMARY: Pol/C reviewed reftel points with GOI
contacts, underlining the need for all countries to take
required steps regarding the travel of designated Iranian
proliferators as authorized by UN Security Council
Resolutions. GOI contacts--noting that they are enforcing
all appropriate procedures--said they would get back to us
regarding the specific domestic procedures in place meant to
ensure compliance. END SUMMARY.
2. (C) On April 2, Pol/C reviewed reftel points with
contacts in the Department of Foreign Affairs (DEPLU) and the
Coordinating Ministry for Political, Legal and Social
Affairs. Noting that this is just a gentle reminder to
Indonesia, Pol/C emphasized that all countries need to take
steps regarding the travel of designated Iranian
proliferators as authorized by UN Security Council
Resolutions 1803, 1747, and 1737. Pol/C carefully reviewed
the specific travel-related provisions contained in each
resolution. Pol/C reviewed the USG's implementation efforts,
highlighting our commitment to implementing a de facto travel
ban on all designated individuals. Over all, we urged
countries to exercise extreme vigilance on this matter due to
the serious proliferation concerns involved.
3. (C) Pol/C also requested details about Indonesian
compliance, including the nature of domestic procedures that
were in place. The U.S. was more than willing to provide
assistance if the Indonesian government had any questions
regarding the travel-related provisions of 1803, 1747, and
1737.
4. (C) DEPLU contact, Trini Gunarti of the Americas Desk,
told Pol/C that Indonesia took its international
responsibilities very seriously, especially as a member of
the UN Security Council, and the GOI was enforcing all
appropriate procedures. She said she would get back to us
regarding the specific domestic procedures in place to ensure
compliance.
