(C) SUMMARY: We conveyed reftel invitation related to the Proliferation Security Initiative (PSI) to the GOI. Indonesia continues to have reservations about joining PSI, but it will review the invitation to the fifth anniversary event. END SUMMARY. ¶2. (C) POLOFF spoke with Caroline Tinangon from the Office of Disarmament and International Security at the Department of Foreign Affairs (DEPLU) on March 25. We noted that 86 countries had endorsed the Proliferation Security Initiative (PSI) since its inception in May 2003 and that membership in PSI had become an indication of a country's seriousness in preventing the spread of weapons of mass destruction. Noting that we were familiar with Indonesia's known reservations about PSI, we urged that Indonesia reconsider its position and consider participating--even as an observer--in the outreach workshop slated for May 29 in Washington. ¶3. (C) Tinangon said her office would review the invitation. She said Indonesia remained open to discussion of PSI issues. At the same time, Indonesia's position regarding PSI was well established and unlikely to change without a major interagency review. There were no plans for such a review in the near future. We remarked that--from what we understood--DEPLU had the interagency lead on such issues, and, underscoring its importance, urged that her office reconsider the matter. HUME
