(C) SUMMARY: Mission reviewed reftel points regarding Rwanda and the Democratic Republic of the Congo (DRC) with the Department of Foreign Affairs (DEPLU). Pol/C underscored the need for a UN Security Council resolution condemning such groups as the FDLR, the FAR and the Interahamwe. DEPLU contact said the GOI would review the USG position, adding that he thought that Indonesia would support the effort. END SUMMARY. ¶2. (C) On February 21, Pol/C reviewed reftel points with D. Ferdian, the Deputy Director of African Affairs at DEPLU. Pol/C noted that a UNSCR was in the interests of the stability of central Africa and was needed to reiterate the UN's call on the FDLR to disarm immediately. Pol/C noted that a UNSCR would assist in maintaining what has been achieved in the Goma Agreement. A UNSCR would also demonstrate the solidarity of the international community to support African efforts to deal with this continuing threat to the region. The FDLR must cease to be a threat to stability. ¶3. (C) Ferdian replied that the GOI would need to review the elements of the proposed UNSCR more closely. That said, Indonesia fully supported efforts towards peace and stability in central Africa, and would almost certainly support the proposed UNSCR. HUME
