1. (C) Charge d'Affaires John Heffern delivered Ref A
demarche to Secretary General Imron Cotan--the number two
official at the Department of Foreign Affairs (DEPLU)--on
Sunday February 17. Charge underscored that supporting
Kosovo's declaration of independence was of the utmost
importance to the United States and our EU partners. It was
critical to peace and security in Europe. He noted that the
UNSC was scheduled to meet in emergency session on the issue
today, and strongly urged that Indonesia avoid participation
in any unnecessary and unproductive UNSC debate on this
critical, sensitive issue.
2. (C) Cotan told Charge that Indonesia would listen careful
to the upcoming UNSC debate, would weigh carefully the
arguments of both sides, and would not/not intervene
substantively in the debate. He also reiterated Indonesia's
position re Kosovo independence (Ref B). He explained that
DEPLU had sent a paper to President Yudhoyono that
recommended that Indonesia take a "wait an see approach" to
the issue, and should decide whether to recognize Kosovo
after assessing the actions of other countries.
3. (C) Charge also reviewed the matter directly with Dino
Djalal of the Office of the President.
