1. (C) SUMMARY: Mission delivered reftel demarche regarding
support for a UN Security Council (UNSC) resolution
authorizing a peacekeeping operation in Somalia to a
Department of Foreign Affairs official on December 24.
Poloff underscored the importance of assisting the Somali
Transitional Federal Government (TFG) and avoiding a security
vacuum in the country. DEPLU officials took our points on
board. END SUMMARY.
2. (C) On December 24, poloff delivered reftel demarche and
draft UNSC resolution to Fikry Cassidy, Deputy Director for
International Security Issues at the Department of Foreign
Affairs (DEPLU). Poloff noted the importance of preventing a
security vacuum in Somalia and urged Indonesia to support the
resolution. He noted that the U.S.-drafted text reflected
the concerns of Secretary General Ban, the UN Department of
Peacekeeping Operations, and the P5. If the GOI had any
comments or concerns, we would like to discuss them in the
interests of a better resolution.
3. (C) Cassidy took the USG points on board and said DEPLU
officials would carefully review the draft text of the
resolution.
