Novak, reasons 1.4(b+d). ¶1. (C) SUMMARY: Mission has urged the GOI to exercise vigilance concerning banks domiciled in Iran and to freeze the assets of those entities. We passed on the information regarding the U.S. designations, under E.O. 13382, of Assa Corp and Assa Co Ltd as acting on behalf of Bank Melli. Our GOI contact stated that he would pass the information to key agencies for action. END SUMMARY. ¶2. (C) On December 24, poloff delivered reftel demarche re the E.O. 13382 designations of Assa Corp and the Assa Co Ltd as being controlled by and/or acting on behalf of Bank Melli, a bank of UNSC proliferation concern. The points were delivered to Aris Munandar, Deputy Director for Counter-terrorism in the Directorate of International Security and Disarmament, the office responsible for UN issues at the Department of Foreign Affairs (DEPLU). Poloff conveyed that as a result of an FBI investigation, Assa Corp and Assa Co Ltd were determined to be under the control of Bank Melli. She urged the GOI to freeze the assets of these entities if it had not already done so. ¶3. (C) Munandar asked for clarification as to whether the designations came from the USG or were derived from United Nations Security Council Resolutions. Poloff reminded the GOI interlocutor that paragraph 10 of UNSCR 1803 called upon all member states to exercise vigilance over the activities of financial institutions in their territories with all banks domiciled in Iran and their branches and subsidiaries abroad, in particular Bank Melli and Bank Saderat. She noted that the designations under E.O. 13382 were the result of a comprehensive investigation performed under the controlling legal authority of UNSCR 1803. ¶4. (C) Munandar confirmed that he would convey the information to key Indonesian government agencies for action. HUME
