1. (C) SUMMARY: Per reftel, Mission has urged the GOI to
block the travel and assets of four target individuals and
the Lashkar-e Tayyiba organization following their recent
designation by the UN 1267 Committee. We passed on the
information for individuals and the organization as a way to
facilitate Indonesian government action on this matter. GOI
interlocutors agreed that these steps were important and
promised to inform Mission of steps taken. Mission also
briefed a member of the President's staff and a key member of
parliament on these important designations. END SUMMARY.
2. (C) On December 17, POLOFF delivered reftel demarche re
the UN's recent designation of four members of Lashkar-e
Tayyiba and the organization itself to Aris Munandar, Deputy
Director for Counter-terrorism in the Directorate of
International Security and Disarmament, the office
responsible for UN issues at the Department of Foreign
Affairs (DEPLU). POLOFF underscored the importance of
preventing further terrorist attacks by deterring the
activities of Al-Qaeda and other terrorist groups. She urged
that the Indonesian government implement these designations
on an inter-agency basis as soon as possible.
3. (C) Munandar agreed to forward the information to
relevant GOI agencies. Munandar wondered whether Pakistan
was a willing partner in the designation of the members and
remarked that further cooperation with Pakistan in this
designation may increase our joint success. POLOFF
underscored that the USG and the international community were
seized with this matter and regional actors were cooperative.
4. (C) In tandem, Pol/C spoke about the UN designation with
Tri Sukma "Nanu" Djandam, an assistant to the President on
international affairs, who said that the GOI, as a UNSC
member, was already moving to implement the designations.
Pol/C also flagged the matter to Theo L. Sambuaga, the
Chairperson of the Commission of Foreign Affairs and Defense
of the Indonesian House of Representatives. Noting how
shocked he was at the terrorist violence that took place in
Mumbai, Sambuaga responded that he took this designation very
seriously and would urge the Indonesian government to take
immediate action.
