1. (U) This message is Sensitive but Unclassified -- Please
handle accordingly.
2. (SBU) SUMMARY: Mission delivered reftel message urging
support for a UN Security Council (UNSC) resolution on Somali
piracy to Indonesian officials. We underscored the
importance of a robust resolution. GOI legal experts are
still reviewing the draft resolution and promised to take USG
views into account. Our contacts promised to get back to us
with a more substantive reaction before the December 16
meeting in New York. END SUMMARY.
3. (SBU) On December 12, Poloff presented reftel message
regarding the draft UNSC resolution on Somali piracy to
officials in the Directorate of International Security and
Disarmament Affairs at the Department of Foreign Affairs
(DEPLU). Poloff noted the steady increase in piracy
incidents in Somali waters and urged Indonesia to support a
robust resolution on the matter. Using reftel guidance, he
clarified USG intentions regarding operative paragraphs 3 and
4.
4. (SBU) GOI interlocutors said DEPLU legal experts were
still reviewing the draft resolution. They promised to take
USG views into account as they did so. They said they would
provide more comments before the December 16 meeting in New
York.
