1. (C) SUMMARY: Mission has presented reftel points
discouraging international nuclear cooperation with Syria to
a senior GOI official working on nonproliferation matters.
Our contact took the USG points on board, noting that he had
never heard of any Indonesian intention to work with Syria on
nuclear issues. END SUMMARY.


2. (C) On December 9, POLOFF delivered reftel demarche and
nonpaper to Andy Rachmianto, Deputy Director for
International Security and Disarmament Affairs at the
Department of Foreign Affairs (DEPLU). POLOFF noted Syria's
failure to cooperate with the IAEA investigation into
possible safeguards violations and a disturbing lack of
transparency regarding the country's nuclear ambitions.
Given Syria's record of flaunting nonproliferation
conventions, Indonesia should refrain from nuclear
cooperation with Damascus, POLOFF urged. POLOFF noted that
our points were not specific to Indonesia, but were rather a
concern about Syria's nuclear program we were sharing with
other governments.


3. (C) Rachmianto took our points on board. He said he was
unaware of any Indonesian plans for nuclear cooperation with
Syria but would look into the matter.
