1. (U) SUMMARY: The Department of Foreign Affairs (DEPLU)
is studying the U.S. offer (ref a) to conduct an interagency
Export Control and Related Border Security (EXBS) program but
needs more time for a full interagency review. END SUMMARY.
2. (C) Dep/Pol/C discussed reftel proposal with Andy
Rachmianto, Deputy Director for International Security and
Disarmament at DEPLU, seeking Indonesian responses to the
proposed agenda and possible dates. Rachmianto thanked USG
for the offer and noted EXBS training and assistance over the
past year had helped to increase Indonesia's capacity to
implement UNSCR 1540. DEPLU needed more time to consider the
proposal, however, and to elicit the views of other agencies
involved in export controls and border security, he said.
3. (U) Per ref b, Post will continue to monitor the progress
of the GOI review of the proposal and report further once a
more detailed GOI response is available.
