1. (C) SUMMARY: GOI officials say the U.S.-proposed
compromise language may allow Indonesia to support the
renewal of UNSCR 1816, but the language must still pass the
review of foreign affairs legal experts. END SUMMARY.


2. (C) Poloff discussed the renewal of UNSCR 1816 authority
to conduct counter-piracy operations off the Horn of Africa
with Fikry Cassidy, Deputy Director for International
Security Affairs at the Department of Foreign Affairs
(DEPLU). Poloff underscored the need for a unanimous
resolution on this issue and urged Indonesia to support it.


3. (C) Cassidy responded that he thought the USG-proposed
compromise language regarding the International Maritime
Organization (IMO) Convention for the Suppression of Unlawful
Acts against the Safety of Maritime Navigation (SUA) would
address Indonesian concerns. However, he cautioned that
DEPLU's Office of Legal Affairs was still reviewing the
matter. (Note: Indonesia had raised concerns about the
draft resolution's reference to the IMO and the SUA).


4. (C) Poloff reminded Cassidy that the UNSC could vote on
the matter as early as Tuesday, December 2, and urged DEPLU
to complete its review quickly. Cassidy promised to convey
the urgency of the matter to his colleagues in the Office of
Legal Affairs.

HUME
