¶1. (C) SUMMARY: No connection to terrorist organization
Jemaah Islamiyah or the impending execution of the Bali
bombers has so far been established in the October 21
Indonesian police raid of an alleged terrorist safe house in
Jakarta (see reftel). The intended target of the explosive
found appears to have been a major fuel depot in Jakarta.

¶2. (SBU) In the October 21 raid on a North Jakarta house,
Detachment-88 arrested two of the five suspects: Rusli
Mardani aka "Wahyu Amadan" aka "Uci"; and Muntasir. Police
confiscated 21 bullets, a 20 centimeter knife, three
kilograms of explosives, PVC pipes, and 10 bomb-making
manuals. The other suspects (Hasan, Imam Basori aka "Basar,"
and Budiman) were arrested separately, leading to conflicting
press reports.
¶3. (C) According to press reports, the intended target of
the militants was a Pertamina fuel depot in Plumpang, North
Jakarta. Because of similarities in the bomb making methods,
there has been media speculation that the men had studied
bomb making under Azahari Husin, a deceased associate of
fellow Malaysian terrorist Noordin M. Top. Officials told
PolOff that they could not confirm such an association.
Rusli Mardani is believed to be a member of Crisis Action
Committee (KOMPAK),an Islamic militant group, and had been
wanted by the Central Sulawesi Police. Police are still
investigating the background and associations of the
militants. Mission's police contacts so far do not believe
there is any link between the plans of the arrested militants
and the possible upcoming execution of the Bali Bombers.
